Richard Pile

Chief Finance Officer

Richard Pile joined the Dental Board in March 2026.

As Finance Director, he is responsible for the leadership of the Finance Division, providing strategic guidance and oversight on MPS’s finance, investments, business information, procurement and facilities.

Richard has over 17 years of financial services experience in a variety of leadership roles including strategic portfolio planning, financial and management reporting, and operational.

Prior to joining MPS, Richard was Chief Financial Officer at Royal Sun Alliance (RSA) Luxembourg – the European arm of RSA Group. He spent 7 years at RSA in various senior finance roles, and prior to this, worked at Hyperion Insurance Group supporting its global expansion as Head of Group Financial Planning and Analysis (FP&A) and Reporting. Richard started his career at Grant Thornton, where he qualified as an accountant, working within its financial services practice.

Dr Catherine Rutland (DPL Chair)

BChD, MA, IRMCert, CMI Level 7, FCGDent

Dr Catherine Rutland joined the Dental Board in January 2026.

Catherine qualified in dentistry from Leeds in 1992 and spent two and a half years in hospital roles before moving into general dental practice, first as an associate and then as a joint principal for almost twenty years. She also holds a Master’s degree in Medical Ethics and Law from King’s College London and is a Fellow of the College of General Dentistry.

Catherine has held senior roles at Denplan and Simplyhealth for fifteen years, the last six as Clinical Director, where she gained extensive experience in stakeholder engagement, policy development across dentistry and wider healthcare, and governance responsibilities.

She has held policy and governance roles across dentistry, including Director of Policy and Clinical Affairs for the Association of Dental Groups. Catherine is currently Head of Policy at Dentaid, a charity focused on improving access to oral care for vulnerable communities, and serves as a Trustee of the Dentists’ Health Support Trust, which supports dentists facing mental health and addiction challenges.

Her professional interests include ethics, leadership, and improving access to dental care. Outside of work, Catherine enjoys mentoring and coaching, supported by her CMI Level 7 Certificate in Leadership Mentoring and Coaching.

Karen Miller

Karen Miller was appointed to the Dental Board in March 2026.

Karen is the Chief Executive of MPS, responsible for leading the organisation to execute on the strategy agreed with Council.

Karen has extensive experience in the insurance sector in South Africa and the UK, in senior executive roles. She joined MPS from Saga Insurance, where she served as Chief Operations Officer, helping build a more efficient organisation without compromising customer service. Among her previous roles, Karen was the Chief Executive Officer at ABSA General Insurance and Chief Underwriting officer at Mutual and Federal Insurance Company, a part of the Old Mutual Group.

She has Bachelor of Arts, Bachelor of Commerce and Master of business administration degrees. Karen also has a Fellowship from Insurance Institute of South Africa with an Advanced Diploma in Insurance.

Dr Graham Stokes (Chair of MPS Council)

BDS MFGDP(UK) DPDS Dip Imp Dent RCS CertMedEd

Graham Stokes joined MPS Council as a non-executive director and a member of the Dental Board in September 2017.

He qualified as a dentist from the University of Birmingham in 1984, and is the lead clinician in a referral dental practice in Bromsgrove with a special interest in implants and prosthetics.

Graham was a vocational training adviser from 1999-2009 and now lectures widely on a range of dental topics. He was on the Principal Executive Committee of the British Dental Association from 2010-2014 and was chair of the British Dental Association’s Health and Science committee from 2010-2015. He is also a current member of the BDA ’s English and UK councils.

Dr Stokes is a senior clinical adviser and member of the council of reference for the charity Bridge2aid, and has led numerous teams of dental volunteers to Tanzania providing dental emergency care.
